Help. Need advice RGB TO VGA

I have 2 screens

1. LCD 15" PRIMARY

2. IIYAMA PRO 512 22" CRT SECONDARY

Want to watch DVD on secondary, and also have my digital cable box plugged into PC / direct into secondary monitor. The cable box has RGB out/ composite. My secondary screen has 2 inputs (DB 15)

How do i achieve this with reasonable quality / good price.
