Depends if you've got a noisy line or not if the line isn't noisy then it's low. You'll need to check the com port settings and Modem connection speeds. For your Modem make sure you've got the speed set to 115,000. If this causes problems drop it down until you get a stable connection.
Oh I also forgot that it depends on your Isp. Try another one and see what connect speed ypou get with that.

      Hi,
I have a V90 USR External Sportster thingy.
Very bad lines where I live.
      I always connect at 38.6k
All depends on your line quality.
You can ask you telco to increase the 'gain' on your line (basically the volume).
This moved my connect speed from 34.8 to 38.6.
It cost one penny to cross, or one hundred gold pieces if you had a billygoat.
Trolls might not be quick thinkers but they don't forget in a hurry, either

One thing I noticed about win2k if I tell it to try at 115000 it knocks me down to 26000 if tell it to try 57000 it connects at 44000.
It's always worth checking the connection speed undr modems.
