Someone probably just ripped it from Win2k or something. DX7 isn't supposed to come out until Win2k comes out. That puts it in Q4 '99.

Its the final, this site is 100% relieable...

They have taken the download down because Microsoft still has not offically released it.

Try this link, I'm doing the download right now. http://www.reactorcritical.com/files/DirectX/dx7-retail-700.1.exe

The link worked fine. DX7 seems to be OK so far.
