Camera was on a tripod for sure, or held by a third party. Someone was pulling the dog's leg (literally) with some fishing line or something. This was probably made for "America's Funniest Home Videos" long after the show stopped featuring REAL unscripted videos and switched primarily to people TRYING to get funny stuff on camera.
