Tools like Pinnacle Instantcopy do this also. And not simply using a fixed compression ratio, it rather analyzes the video stream and re-quantizes more where it can afford to.Resistance is futile - Microborg will assimilate you. -
Additional analyzing increases the requantizer complexity and therefore requantizing time and video delay.
These things are quite significant for set of streaming applications. Nevertheless we think such feature (analyzing on two-pass requantizing) is rather useful and perhaps it will be implemented.

- a unique compression rate for each picture type I,P,B
- amount of macroblock DCT coefficients to be discarded
