can't find win sys RRAPI.DLL???

In an effort to try and trouble shoot my stuttering video I thought I'd try reinstalling my DD and VTs. I got this message: Can not find file c:\windows\system\RRAPI.DLL Can anyone tell me what that is? I haven't deleted anything. Except I uninstalled Avid and the version of DD and VT's that were on the installation disk. Hope someone else has worked through this before. Thanks Leslie
