he US space agency has given the go-ahead for a robotic mission to repair the Hubble Space Telescope, Nasa officials have announced.

Your title is a bit misleading...
The second paragraph in the article flatly states:

needed to see the project through to completion. IF congress okays the $ (which I hope they don't) then it will be definate.
