Video shifting (black band) AFTER compression

I know about the black banding problem, but mine seems to be different. When I capture video through the TV In the video looks perfectly fine. I then go into Premiere and do some editing, then I output using Matrox MJPEG. At this point the video is shifted to the right about 3 pixels. Finally, I go into VirtualDub to compress with DivX and MP3. After that compression the video is shifted over another 3 pixels. I've tried using the crop in Premiere, but it will still shift over.

The strange thing is that I didn't have this problem before. I have a Marvel G200 and the latest drivers. Any ideas?
