Dunno, but it looks like a prototype or beta board of some sort - it#s got the green wire, and a hand-soldered resistor.

It's a Matrox Media XL-MPEG
This was an MPEG-1 capture and playback accelerator daughtercard for the oringinal Millennium display adapter. IIRC you could also get Media TV, a tuner card. I also believe it was Win95 only.

I think that Philips SAA 7110 is a tuner chip that is supposed to convert PAL/NTSC to 16bit 4:2:2 YUV output ... not 100% sure, though.Despite my nickname causing confusion, I am not female ...
