Field order tool/program

Is there a definitive tool/program that can be trusted to analyze captured video and display the field order? I am using a pinnacle DC30 now which captures upper field first but despite trying to render an mpeg2 created with MSPro 6.5 in field order A B or frame the output looks the same....Which has me really confused.

I have read that tmpenc can display field order but it gets it wrong, and that Ulead Mediastudio Pro goes against convention with field order any way...arrrrrrrrrr

Should do the trick. But I'm not sure if it only is usable for mpeg-based files anymore.
