Internet Explorer keyboard scrolling not working

I'm having a terrible time trying to figure this one out... On my friends computer none of the keyboard shortcuts for scrolling work in IE6. The computer's running XP, and the keys work perfectly EVERYWHERE ELSE: notepad, WordPad, Acrobat Reader, you name it, just not IE. I can't find anything though the normal search engines and Microsoft support pages, it seems to be a unique problem.

What kind of Keyboard is this?

I have an MS Office KB and all the "shortcut" buttons work, even with IE6... I run W2k though...

Some cheapo Memorex, I think this one, although I'm not there now so I can't verify the exact model. The thing that gets me is why only IE would have a problem, not a single other application.
