    Does anyone know of a program that will let me strip the audio off of an MPEG1 video file and normalize it and then place it back on it without recompressing to the same or another format?

    Impossible. ANY program you use to normalize (and I suspect you mean limit or compress, since normalize will only change the volume of entire track) will either externally or internally convert to a wave file, implement the normalization operation, and then have to reconvert back to the original format.

    You can use TMPGEnc to demultiplex the audio from a MPEG file. There are a number of programs that can then normalize, compress, or limit. I use SoundForge.

    Once you perform any arithmetic operation on a file it HAS to be recompressed since the operation can only be done on a wav file.

      To normalize the audio will I have to recompress the video? Or will I just be able to place it back on the video as it was taken off?

        You DO NOT have to recompress the video. Using TMPGENc you can multiplex the new audio with the old video.

        If your original audio is of decent bitrate (about 160 or higher) the end result should hold up pretty well.
