what is the quality like on the sapphire graphics cards sporting ati chips compared to ati and hercules boards?

Yes, those Sapphire cards are said to be VERY good manufacturing-wise, not diffferent from Built-by-ATIs (which is no surprise, considering those are the same cards with the same layout as Sapphire also builds ATIs own Retail cards).
What you have to be VERY careful, however are the clock frequencies the cards come with. Sapphire sells some of the lowest clocked R8500 versions that are available. And there is/was at least one shop in germany (K&M Elektronik) that according to several posts by users sold Sapphire Radeon8500 cards that were advertised as 275/275MHz ones, but actually came with 5.5ns RAM and clocked at only 183MHz!!
So just be sure to get a definite statement on the clock frequencies and you should be fine.Comment
