Update Via inf driver from version 1.20a to 1.30

Add quickly and silent install function

Modify Bitmap picture

Fixed setup issue under windows XP

The INF update is for Windows XP, its the only thing that installes under XP!

I have them installed and the machine is running without any problems, but then again I've never had any problems with my VIA based system. At least not any that can be traced to a chipset problem.
