I've tried using the Matrox Tweak Utility but it does not work... any other suggestions out there?

What OS? Also this thread should be in MGA Tools or Matrox Hardware, but tis OK

Also do a search on this topic... it has been majorly discussed many times

What drivers are you running?... the latest Matrox MTST Utility should work, but there is also MGA Tools (both found on http://www.MatroxUsers.com home page) to do the job and PowerStrip 3 ( www.entechtaiwan.com ) and also permanently setting it in the BIOS ( http://grafi.ii.pw.edu.pl/gbm/matrox/ )
