Must I really reboot?

Dual head seems to work fine, but when I shut down Win 98 all settings except my primary monitor seem to be forgotten. On restarting I have to select multidisplay, reboot, select monitor 2 and so on. There must be a way to save the settings, but where is it listed? Can anyone help, please?

That should all work. You might want to try uninstalling the drivers with the uninstaller and then reinstalling. This will clean out your registry settings, I've found that to fix certain similar problems I have had in the past.
