No. A registry hack cannot change your hardware. You would need to redo your card's BIOS/

You can't permanently overclock hardware with software. Again, you would need to redo the G400's BIOS to make any permanent changes. Although you could use Matrox's tweak util, which will keep the card overclocked with software after a reboot.

Use the forums search function to find info about hacking your card's BIOS by changing it's PINs.

Not enough info to answer that one. Try posting full details of your problem in the gaming forum. There's a good chance it's happening because you are overclocking the card beyond it's capabilities.

Since the card model was recorded in the firmware on the card, it can't be changed be simple means of registry hack, but there is another method to fo it: force the name of card into G400 Max when update the driver through device manager.
Or if u want to make it to be permanent, u can compare on the PINs file extracted from the firmware of of ur card and a Max card, I believe there is a string inside that used to identify the card, once u make change to this file and flash it back to the firmware of ur card, windows should then identify it as a Max card.

The following is the contents of the PINs file extracted from my Max card, u may find it helpful:
