MTSTU414 and Overclock

I have noticed some threads about the TEST and APPLY buttons being greyed out in the Clock Tweak tab of MTSTU414. I have seen suggestions of reinstalling Windows. I doubt that this is the problem. I used Registry Monitor to investigate why MTSTU414 was not having the ability to overclock my G400. I noticed upon clicking the tab that it was accessing HKLM\System\CurrentControlSet\Control\CommAlias without success. Upon further investigation, I found several other keys missing as I supplied each missing one. There are several files and registry entries missing, mamely Lolvl9x.vxd and Permclk.exe. Where are these files obtained from and what package installs them?
