Oh damn cool, jsut 10 minutes after my post i finally got it working. Yeah I had the newest 4 in 1 driver set, it didn't work with that or the version that came with the board.
So what I have done is nuke the VIAGART.VXD file from my windows system dir so it defaults to the windows VGARTD.VXD and now turbogl works!
Getting 104fps in 640x480 q3 lowish detail settings now. Getting a random lockup in turbogl related stuff now but i think thats another issue i should solve soon.

Well I've got this board with a K7-700 and a G400(non 4x) and it generally runs pretty well.
However I am still unable to get any kind of TurboGL action going at all yet, it just tends to lock up in various ways. Or quake3 at all with the newer drivers.
I've tried just about all the fixes suggested in these forums that apply, however a lot are specific to mobo's with the AMD northbridge, which this doens't have. But i'm messing around right now a lot to see if i can get it working (thats how i found your post), yeah I know its not exactly relevant to the 4x agp issue but its just a report on that motherboard.

            Although I don't have An Athlon,I do have a Epox board (mvp3g2)AMD k6-3400@450.
            Following your suggestion,nuked viagart.vxd,installed turbogl,and it worked!
As I play QuakeII at 1024x768,didn't see much of an improvement, but still cool knowing it works,as turbogl and Epox boards were not getting along.
QuakeIII and Epox boards weren't getting along either,Am I to gather that with this WORKAROUND,that QuakeIII is now working?
Is there a way to keep viagart.vxd and still install turbgl for games, etc.?
It would appear the conflict lies between these 2 drivers and with this info a solution may lie around the corner.
            Thanks for the heads up.

Would either of you be interested in working together to figure out how to "optimize" the 7KXA for use with the G400? If so please drop me a line at cannyone@uswest.net . Thanks!
