Remove TurboGL from the game (opengl32.dll in the HL folder).
This is a known issue when using TGL

The flashlight most definitely IS in CS. It's up to the server to decide whether or not it is enabled.

well, some servers allow it, others do not.
I play mostly on servers where there's no flashlight.

You have 2 choices. Remove TurboGL with the turboGL Manager from halflife and just run it in OpenGL, this will by default use the OpenGL ICD included with the matrox drivers. Everything works perfect in it, its only a little slower. Or use Direct3D, I've had no problems and I have never crashed using it unlike TurboGL and the ICD.
