problems with my UT Server...

For some reason, when the server is active, one of the other ppl on my network get completely locked out of the game. The only way he can regain access to the network, and thus the internet, is if i shut down the server, im running a UCC batch file, and it is running in windows 2000, if anyone has any ideas or thoughts as to how to fix it so that it will actually run correctly, please, let me know so that the server can stay up and the other ppl on my network can surf the net
